Council members Ford, Scott-Jones and Mulligan or the combination of any two of them voted NO on this Ordinance:
 
Ordinance No. O2009-05, an ordinance establishing a procedure for and authorizing the extension of the contract with CONSOC Housing Consultants of Columbus and declaring an emergency.

This extension will allow the city manager time to work out a contract with the Section 8 administrator.

I am quite aware of what the extension will do and is for. 
 
This is from the City Managers weekly Report:
 
Section 8
We will include on the Jan 20 council agenda an ordinance for a 30-60 day
extension of the current contract with CONSOC. We will need this to be
considered as an emergency. This will provide some additional time for
negotiation of a new contract. Originally I had requested that CONSOC
provide a 90 day extension on the current contract, however, they have agreed
to only a 30 day extension with a possibility of an additional 30 day extension.
This means that if we are going to pass a new contract, it will have to be
considered as an emergency as well. Since I am not sure if Council is inclined to
consider the new contract as an emergency measure, requiring 6 votes, we will
do what we can to finish negotiations in a timely manner.

It seems to me that the Council with its vote at their last meeting has put the City Manager in a poor negotiating position with CONSOC.  CONSOC is now calling the shots with these negotiations unfortunately.  If Council had heeded the Managers request for her to negotiate with two party's at the same time Middletown would be holding the upper hand, rather than vice versa.  If the final contract goes to vote as an emergency it could conceivably lose due to the requirement of needing 6 votes to pass.

Seems that we are in a Catch 22 with Section 8 Housing in Middletown.
