   Journal story-Sep 11- new Madison elementary school-$19.8 mil- to be built. 87% funding came from the Ohio School Facilities Commission. Hadn't heard of this as a resource for funding the building of schools. Did Middletown use this resource when they built the numerous elementary schools to the tune of $45 mil? If so, great. If not, why not? Why didn't we hear about this funding when Middletown was building their elementary schools?
