Middletown City Council will begin its 2010 budget discussions at its upcoming meeting on Tuesday, Oct. 6.

In her weekly memo to City Council, City Manager Judy Gilleland, she will be “reluctantly recommending” laying off seven full-time employees. In addition, Gilleland said seven open full-time positions will not be filled in 2010.

A few part-time/seasonal positions will also be laid off.

Jobs being cut include two field inspectors from Building Inspection; a Law Department secretary; a facilities maintenance supervisor; the recreation administrator; a neighborhood improvement advisor; and a housing code assistant.

Jobs that won’t be filled in 2010 include: a field inspector from Building Inspection; a neighborhood improvement specialist; a bus driver; a fire training captain; a fire marshal; an administrative deputy fire chief; and a dispatcher.

This looks primarily like cuts from the bottom on up.
How about cuts from the top on down!
Upper management needs to take a salary cut for a start.
How many assistants to the assistants do we have?

I agree 409,if your going to cut do it at the top not the bottom. I know how they can save $100,000+ cut Gilleland. She is a waste of good tax dollars.

How about the Econ. Dev. Department? Why do they need a Director AND a manager in such a small department, PARTICULARLY, when it appears that they are void of activity in procuring - ahh- economic development and job creation? Why not downsize some Directors positions and double up on Directors job duties? Why not have one admin support two Directors? Why have Directors, Asst. Directors, Managers, Asst. Managers, Supervisors and Team Leaders to manage a department of 5 workers plus an admin? (Public Works department) Do each of these Directors and Gilleland have their own admin? Why? Share the admin between departments.

Vet your suggesting they have no fun,the city they run is imaginary and in their imaginary city everyone is a director or administrator. Like Marconi said, there is nothing wrong about Middeltown,everything is just fine in playland.

While a list of county and city salaries is commonly available for jobs paying $60K up, I would like to see a list of those below $60K including including names, title and salary. I believe some interesting revelations could be revealed. Double & triple dippers, relatives, friends, etc.
Anyone know if such a list is available?
This could also help answer Vet's questions!!

409- A friend of mine who was on the Street Repair Committee, showed me a city document issued at one of the committee meetings showing the breakout of the positions of the Public Works Department. In that breakout, it showed the Director (Ginger Smith-prior to her "retirement"), an Assist. Director slot, a Manager slot, an Assist. Manager slot, a Supervisor and a Team Leader as the management hierarchy. The "worker" slots were three "operators" and one admin. that they all managed. The document didn't give the names of the people occupying those slots nor the salaries of the positions. The department was way too top heavy with paper shufflers. They could probably provide you with a breakout of positions for each department at the city building and they may even give you the salaries for each position, but I doubt if they will offer the names for each position as a "protection" for their employees (even though they are working for and subsidized by the taxpayers) JMO

Perhaps some folks don't realize this (I didn't really "get it" until about halfway through my career), but:
The more paychecks you sign, the more POWER that you have!!!
 
Contrarily, when one stops signing paychecks, one's influence quickly diminishes!!!
