Article- Journal- July 9- 80% of the General Fund goes for salaries, health care, and collective bargaining according to Becker. Sounds to me like Ms. Gilleland and crew should think not only of re-aligning the city building, but, like the school system, eliminate some of the duplicate high paying salaried positions that have accumulated over the years. Might be a good time to purge all of the "Assistant" Directors and "Assistant to the Assistant positions" and distribute the job duties from the positions eliminated. If there are high costs in the collective bargaining area, might be a good time to consider the route AK took in offering early retirement to the union personnel and replacing them with non union, lower paying people to save money. As to healthcare- wonder how many bids the city considered before accepting a benefits program for the employees? Did they take the first bidder or local bidder that came along or did they "shop around" for the best price? How often do they evaluate the benefits packages and shop for better deals to attain lower cost? Need to reduce that 80% cost from the General Fund and apply the savings to the infrastructure. Davy Schiavone says "it's up to Council to make the cuts a reality". Oh boy, are we in trouble!
