Banning Cell Phone and Texting while driving?

The City of Kettering is contemplating enacting their own local ordinance banning cell phone usage and/or texting while driving (such as HB 415) should the state legislature not pass legislation on or before January 31, 2011. If Council has interest in our staff researching similar ordinances, please advise.
