(a) Approve a contract with SmartBill Ltd., Hebron Ohio, for the printing and mailing of the City’s tax bills in the amount of $0.14/piece, plus current postage rates.

II. LEGISLATION

1. Ordinance No. O2012-26, an ordinance authorizing the City Manager to enter into a Job Creation Incentive Grant Agreement with Akers Packaging Service, Inc. and declaring an emergency.

2. Ordinance No. O2012-27, an ordinance approving an agreement with Akers Packaging Service, Inc. providing for the expansion of a manufacturing facility as a Development Project and Tax Exemption pursuant to the State Urban Jobs and Enterprise Zone Program, and making determination in connection therewith, and declaring an emergency.

3. Ordinance No. O2012-28, an ordinance authorizing a training grant agreement with Akers Packaging Service, Inc. and declaring an emergency.

4. Resolution No. R2012-18, a resolution to make adjustments to appropriations for current expenses and other expenditures of the City of Middletown, Counties of Butler and Warren, State of Ohio, for the period ending December 31, 2012 and declaring an emergency. (East End & Downtown Fund)

5. Resolution No. R2012-19, a resolution declaring the intent and resolve of the City of Middletown to enact uniform provisions in the City of Middletown Tax Ordinances upon Revision of Chapter 718 of the Ohio Revised Code. (2nd Reading)

6. Ordinance No. O2012-29, an ordinance to levy special assessments for the repair of sidewalks, curbs, and gutters in the City of Middletown during the year 2011 against the lots and lands benefitted by said improvements and declaring an emergency.

7. Resolution No. R2012-20, a resolution to make adjustments to appropriations for current expenses and other expenditures of the City of Middletown, Counties of Butler and Warren, State of Ohio, for the period ending December 31, 2011. ( Appropriations Transfer- HUD Fund) (1st Reading)

8. Resolution No. R2012-21, a resolution authorizing the transfer of monies appropriated in the Water Fund to the Water Capital Reserve Fund. (1st Reading)

This week’s workbook tells us of a possible $15 million plant expansion by Akers Packaging that will bring an additional nearly $1.5 million to the City’s payroll tax base. This equates to either $22,500 or $26,250 in additional payroll tax to the city coffers, depending upon whether or not the public safety tax passes.  It will also add nearly $28,000 per year to the property tax income for the various entities involved.  Besides the nine sales, administrative and supervisory positions that will be transferees from another location to Middletown, Akers will be hiring 18 new employees at about $19 per hour.  This is good news for Middletown.

It is interesting to note that the City has STILL not closed the sale of the CG&E building, but the closure of the sale is anticipated to occur “soon”!!!  (Haven’t we been hearing this for quite some time???  Exactly how long is “soon” in non-cityspeak???)  Also, the current agreement with HEP doesn’t call for the payment of the $200,000 to be completed until 2/15/2013!!!  This makes me nervous as to what may happen if the enrollment projections aren’t met by 2/14/2013.

The biggest laugh in this week's workbook was found on page 17 of 128, in the minutes  of the June 6th Board of Zoning Appeal meeting during a discussion of signage for the BeauVerre building:

"Mr. Gibson said that even so, the signs do not dominate the appearance of the building. Mr. Kohler agreed and said the good thing about the proposal is that the appearance of the signs are subdued and are aesthetically unified and similar in theme. However the Board does not have any authority to regulate the appearance of signage. Rather, the Board can only rule if and how the applicant can vary from the Zoning Code. Mr. Kohler noted that this particular property is in downtown, and therefore the design, material, and character of signage is subject to the approval of the Historic Commission. In other locations in the city, there would be not review of design."

Imagine that!!!  Leaving the "character of signage" in the hands of the very same group that deemed the plastering of two full walls of the building directly cater-corner across the street with JUNK AUTO HOODS to be appropriate!!! BWA HA HA!!!
