Weekly Update to City Council

from the City Manager

September 14, 2008

High Winds

As of the time of this writing, we are working to clear streets and make other

emergency provisions for shelter for those in need due to the power outage. More to

follow in the upcoming days. Our crews are working to pick up debris at the curb, we

have talked with Rumpke about working with us to make extra allowances for waste

pick up. We have issues at all intersections due to the power outage and are doing what

we can to assist motorists. With in excess of 600,000 homes without power in their

territory, Duke will be busy.

Weatherwax Golf Course

Good news about the golf course, of the original $250,000 borrowed from the general

fund this year, they have repaid all but $37,000. The course still owes the city in excess

of $400,000 from previous years.

Road Salt Bid

We made a good decision to accept the original salt bid ¨C which was still double 2008

prices. Those that rebid got prices that were 3 times higher than 2008, if they got a bid

at all. The salt shortage seems to be a Midwestern issue.

Swallen¡¯s Building

Perry Thatcher will be at council meeting on Tuesday to request that council delay the

decision to demolish the building and the parking garage.

Interim Economic Development

The Interim Director, Bill Fioretti, will start on Tuesday, I anticipate that he will be on

board 3 ¨C 6 months and will assist us in the hiring process of a permanent replacement

for Bill Murphy, among many other duties.

Trailer Food Vendors

Staff has spent a great deal of time with a man and woman who live in Camden and

would like to open up shop in Middletown with their trailer that they use at festivals to

serve food. They envision parking their trailer at the corner of Lafayette and S. Main

during the times that they are not vending for festivals. Our zoning code does not allow

for transient vendors, although we have suggested that they look at providing food

during the farmer¡¯s market downtown on Fridays. Further, I have asked them to do

research to find out if any other similar communities permit this. We do not have the

staff to do a great deal of research. The vendors may be coming to council on Tuesday

since they are unhappy with staff¡¯s opinion.

Towne Mall

We have been in contact with CBL, the owners of Towne Mall, about property

maintenance violations. They will be meeting with us this week to review the issues.

While we have attempted to cooperate with them in re©\energizing the mall, we will be

strictly enforcing the property maintenance codes.

Department Reports

Police

Our Police Department participated in the 9/11 Ceremony sponsored by the Butler

County Chief of Police Association. It was a good turnout. Dixon Builders provided lunch

for Middletown¡¯s Public Safety forces at Riverbend later in the afternoon.

Upcoming Events

September 16 City Council Meeting, 5:30 p.m. ¨C Council Chamber

September 18 CVB Board meeting ¨C 8:30 a.m. ¨C Conference Room 2B

September 19 Todd Bell Memorial Way dedication ceremony, 6:30 p.m. ¨C Verity

Parkway at Yankee Road

September 20, 21 Wings of Freedom Airshow ¨C Middletown Airport

attending) ¨C Richmond, Virginia

Have a great week!

With Weatherwax still owing $400,000 from previous borrowing, shouldn't the city concentrate on collecting this money before loaning the course any more? They will never pay the loan off if the city keeps adding to the loan amount. Vendors- Didn't the city allow the "Louisiana Barbeque Wagon" to frequent various locations around town? The trailer was parked for the longest time at Shafor and University and at University and Central by Laura Williams business. There was also a roast beef trailer parked at the old Montgomery Ward buliding for a while. If the city allowed this, why the turmoil about the current situation? Stop legislating options for people out of the city.

I don't where to post this particular comment, but I've noticed recently that some comments that were posted in regards to issues relating to one of Middetown Police officers was either "deleted" or taken off the comments page. ?? Is there a reason that this was taken off, or is it something that Middletown is ashamed of and just making an effort to cover it up? My Father inlaw posted something that he witnessed during the blackout a couple weeks ago, at a major intersection. It involved a female officer "attempting" to direct traffic, while screaming obscenities at the cars passing by. Children and Families alike witnessed this, while trying to figure out a way to explain "why" a police officer would act and behave this way to kids. If Middletown would like more respect to go towards their police officers, they first need to make sure their people are respectful and acting like mature adults when interracting with the public. It quite frankly made me sick to watch her, as we were stuck at this intersection for at least `15 or 20 minutes. Someone should have been at that intersection that was better skilled on handling that kind of situation. This woman was obviously clueless on how to handle it.

Though I unaware of any specifics of past edits generally speaking comments that are off topic, overly negative, or overly personal will be removed.

As I said last week in the MiddletownUSA Forum(click on the flash at the top of this page), which would be much more appropriate place for your thoughts on the police department, edits here are very rare but they will be made to keep the site in line with our goal that it “Do No Harm”. That is to say we would rather not have a site at all than to find ourselves in possession of one that is so negative that it has little or no socially redeeming value.

It is that philosophy that keeps all the negative stories that we all read each day in the local papers from being regurgitated on our website just to get traffic.

However when it comes to opinions of the community as expressed in the forums we understand that dissent and opposing opinions are part of a healthy dialog and we believe that dialogue is in the best interest of the community. But again should those opinions become too personal or harsh in tone they may be edited on a case by case basis in order to conform to the overall goal of the site.

If you have any questions please feel free to give us a call or an e-mail at any time.

If you would like to make sure your complaint is heard I would suggest you Contact the Middletown Police Department.

Thanks again for your input.

I don't know which resident of Middletown added the comment about the police officer, but here again is the city's finest at work. I, too have experienced similar unprofessionalism in my dealings with a couple officers here locally. I personally feel that that the city is so desperate for officers, that maybe they hire people for the wrong reasons. It takes a certain kind of individual to be a cop, and just because one wants to wear a uniform, doesn't mean their qualified. I so happen to know this particular officer that this person is commenting about, and she has no business being a police officer. Maybe Middletown needs to re-access their qualifications for becoming a protector of persons.
