2010  Budget

We  will  be  reviewing  the  capital  improvement  plan  budget  on  Tuesday  evening.    I  anticipate  that  this  will  take  less  than  1  hour.      If  any  Council  members  have  any  questions  that  they  would  like  answered  regarding  last  week’s  budget  presentation,  please  advise.
    
Section  8  Housing  Committee
We  will  hold  the  first  official  Middletown  Housing  Authority  meeting  on  Tuesday  night  beginning  at  5:  30  p.m.    We  will  start  the  Council  meeting  at  6:00  p.m.    After  we  get  a  feel  for  how  the  Housing  Authority  meetings  will  work,  we  can  determine  if  the  5:30  time  frame  works  best  or  if  we  need  to  adjust.

Tree  Replacement  at  Douglass  Park  
Public  Works  Department,  along  with  Keep  Middletown  Beautiful  and  the  Tree  Commission  are  discussing  plans  to  remove  the  dozen  elms  along  southbound  SR4  along  Douglass  Park  in  the  coming  weeks.    The  trees  have  deteriorated  over  the  past  few  years,  dropping  large  branches  into  the  roadway  which  creates  a  hazard  for  vehicles  and  pedestrians.    We  want  to  remove  these  trees  prior  to  the  onset  of  winter  since  the  snow  and  ice  can  add  extra  weight  to  an  already  tenuous  ituation.    We  will  be  working  with  members  of  the  Second  Ward  Community  Council  to  make  sure  that  they  are  informed  of  the  planned  improements  prior  to  the  trees  being  removed.
    
This  project  will  coincide  with  the  relocation  of  several  evergreens  from  Miami  Park  to  Douglass  Park  as  a  start  to  replacing  te  trees  removed.    Transplanting  has  a  duel  benefit  of  using  existing  stock  to  begin  the  replacement  process  as  well  as  thinning  trees  that  needto  be  thinned  to  avoid  crowding  as  they  grow.
    
Former  Middletown  Interim  City  Manager  Update
Steve  Husemann,  our  interim  City  Manager  during  2007,  was  diagnosed  with  cancer  earlier  this  year.    He  recently  had  a  bone  marrow  transplant  at  Duke  University  Hospital  and  is  slowly  recuperating.    He  is  currently  City  Manager  in  Mooresville,  North  Carolina.    If  you  would  like  to  wish  him  well  via  email,  please  do  so  at  shusemann@ci.mooresville.nc.us

Preston,  Kansas,  To  Be  Revived  By  Undertaker  And  Family.
 
Ken  and  Donna  Stanton  are  planning  "to  build  a  mortuary  and  crematorium,  the  unlikely  cornerstone  of  an  ambitious  community  revitalization  plan  that  features  Old  West‐styled  building  facades,  old‐time  street  lights  and  faux‐board  sidewalks.  Joining  the  couple  are  more  than  30  relatives  and  friends  who  plan  to  establish  their  homes,  businesses  and  a  non‐denominational  church  in  the  town."  And  "Preston  is  the  latest  Kansas  small  town  to  get  the  makeover  treatment. 

The  Kansas  Farm  Bureau  started  its  Kansas  Hometown  Prosperity  Initiative  in  2008,  picking  as  its  pilot  projects  the  towns  of  Sedan,  Onaga  and  Atwood."  The  initiative  "aims  to  develop  community  leadership,  promote  small  business  entrepreneurship,  engage  youth  and  staunch  the  transfer  of  wealth  that  leaves  rural  counties  when  aging  residents  die."
    
Breiel  Blvd.  Update
This  project  is  moving  along  –  about  2  weeks  behind  schedule  –  but  still  doing  very  well.    Our  plan  is  still  to  complete  the  paving  by  the  time  the  asphalt  plants  close  for  the  winter  –  by  late  November.

Could Ms. Gilleland please explain the reason for the excerpt from Preston Kansas. Don't understand why this was placed in her report. Wild West building facades, a crematorium and something about other towns being considered for a program???? How does this fit into the Middletown news front other than to show the Middletown leaders that being business friendly is a positive. Some of this info. may be a learning experience for our leaders as they are not practicing some of these methods.
