The top three issues the city is facing according to candidate Mulligan are:

Roads and infrastructure
Jobs and Economic Development
Financial Oversight of City

Also, being on council requires, "a commitment to serve the citizens of Middletown to the best of our ability, to provide the services they need, to be fiscally responsible for the dollars they entrust us and serve out that mission to the best of our ability."
