Weekly Update to City Council from the City Manager
January 12, 2009 Dr. Martin Luther King, Jr. Celebration Festivities are planned for this Sunday and Monday in honor of MLK. The March will take place at 9:30 a.m. on Monday from St. John’s Church (yet to be confirmed, check the paper this week) to Governor’s Square. I look forward to the celebrations!
Economic Development Director Mike Robinette has accepted the offer for the Economic Development Director position. This item will be on the Council agenda for confirmation on Jan. 20. I know that he will make a positive and dynamic impact on the community. He has a great deal of experience and enthusiasm!
Section 8 We will include on the Jan 20 council agenda an ordinance for a 30-60 day extension of the current contract with CONSOC. We will need this to be considered as an emergency. This will provide some additional time for negotiation of a new contract. Originally I had requested that CONSOC provide a 90 day extension on the current contract, however, they have agreed to only a 30 day extension with a possibility of an additional 30 day extension. This means that if we are going to pass a new contract, it will have to be considered as an emergency as well. Since I am not sure if Council is inclined to consider the new contract as an emergency measure, requiring 6 votes, we will do what we can to finish negotiations in a timely manner.
Brownfield Plan We have been working with a firm to develop a brownfield – and grayfield plan - over the last several months. As you are aware, there are several possibilities for site clearing and redevelopment in Middletown. Fortunately, the regulations have changed so that there does not need to be a plan in place for redevelopment; this was too cumbersome for communities that did not have redevelopment opportunities waiting in the wings. Towne Mall is among our targeted grayfields. It will be several more months before we are able to act on the plan, but we are working steadily toward the goal of demolition of blighted sites.
Senior Center We are still seeking a tenant for the former Senior Center. The reuse of the building would call for about $500,000 in renovations to the HVAC and roof. Utility bills are $2-3,000 monthly, if any group/organization/company is interested in occupying the facility, please have them contact a member of staff.
